CAP AE and U.S. Space & Rocket Center: Twenty-three educators from across the country participated in a full-day Fly-a-Teacher workshop at the Madison County Executive Airport in Huntsville, Ala., on June 13. Arriving one day prior to their Space Academy for Educators, CAP provided the teachers inquiry-based aviation instruction before taking to the skies with pilots from the Alabama Wing. The inaugural partnership between CAP and the USSRC has set the stage for future partnerships with other such teacher organizations around the country. Unit AFA Grants: The Air Force Association continues to support CAP’s efforts to promote aerospace in units with the cadets, and in classrooms across America.
CAP National Commander Maj. Gen. Amy Courter recently encouraged all units to submit an application by 30 June for a grant to enrich the aerospace program at the unit level. This resulted in a large number of applications from which to select 20 recipients. Recipients received a congratulatory letter and a check for $250. Others received a letter of encouragement to apply in the next cycle for units, by Dec. 30. The next grant cycle ends Sept. 30 and will be for classroom use. School Cadet Program Update: The management of CAP's School Cadet Program has been transferred to the cadet program division to meld this program with other traditional cadet programs for greater resource development and support. The new manager is Neil Probst at

Narrowband Transition Update: The narrowband transition is in full swing across the country. Hundreds of repeaters have been shipped and are being installed in all the wings
. It is critical that all personnel support their wing communications staff as much as possible to make this transition go smoothly over the next few months. The Oct. 1 narrowband transition deadline is rapidly approaching so all regions and wings need to make this major project a top priority. (Contact: Pete Wharton -

National Incident Management System Training: The NIMS ICS-400 course requirements have not changed. ICs, MSOs and LOs are required to complete this training by Sept. 30. It is also recommended that all IOs and section chiefs complete this training, but it is not required at this time. The ICS-400 class will be taught as a pre-conference session Sept. 1-2 at the 2009 Annual CAP Conference in San Antonio, Texas. Education on the “Blackboard” Learning Management System: CAP team members have taken online learning to heart and have either developed or are working on courses that reside on our Blackboard ProSite Learning Management System. Col. Larry Stys has developed an excellent IG Basic Course with the help of Col. Regena Aye. The Professional Development team is hard at work adapting and adding content from the AFIADL Course 13, CAP Senior Officer Course to the new online CAP Officer Basic Course. In addition, Col. Mike DuBois and Keith Baker are well on their way to developing online financial courses that will provide long-term learning opportunities for CAP members nationwide. Learning Management System Contract: The CAP NHQ e-Learning Division is currently in the contractual process to purchase a long-term learning management system for CAP. The new “Blackboard” system should be in place prior to the 2009 Annual Conference and Summer Board this September. CAP Knowledgebase: Member use of the CAP Knowledgebase continues to grow at a fast pace. So far this year members have accessed the Knowledgebase over 142,000 times while viewing Knowledgebase answers over 200,000 times. Recently, another major version upgrade was completed to further enhance the capabilities of the Knowledgebase. In addition to its current role, during the next few months the CAP Knowledgebase will take on the additional task of providing student support for those enrolled in online courses and its “Job Performance Support” capability will be expanded. Fly-a-Teacher Program: The Fly-a-Teacher Program continues to grow. Almost 200 teachers have already flown this year with many more teachers scheduled to attend Fly-a-Teacher workshops and flights this summer. Aerospace Connections in Education Program: The second phase of the field-testing process of CAP's K-6 ACE program is complete. A total of 30 schools, 300 teachers and 7,000 students participated. This year the program lessons received an overall score of 4.39 out of a possible 5.0 for interest and efficacy. Program evaluation will continue during the summer, and appropriate adjustments will be made prior to the official start of the program for the 2009-’10 school year. With the conclusion of the field-testing process, the program is now available to all K-6 educators throughout the country. Although this is an in-school program, AEOs and other unit members are encouraged to support ACE classrooms with instruction and mentorship. For ACE information, click “ACE” at

Aerospace Education Officer Schools: The National AEO School has just been completed in Pensacola, Ala., with 37 attendees. After starting the workshop with a demonstration by the Blue Angels, the thorough leadership guidance for optimum AEO performance in the unit and in the community culminated with the requirement to conduct at least one presentation within the unit and one in the community by the fall. Two more AEO schools will be presented during the remainder of this calendar year. National Cadet Special Activities: This summer, CAP is hosting over 30 NCSAs. Roughly 1,200 cadets will spend one week or more exploring career opportunities in the Air Force, aviation, technology or leadership. All “primary” cadets and staff members have been selected, but activity directors will continue to draw from their “alternates” list, if needed. CyberPatriot: Over 80 squadrons have registered to participate in CyberPatriot, a cyber defense competition that tests cadets’ ability to defend a simulated computer network. Quarterly Magazine: The Civil Air Patrol Volunteer, CAP’s premier, full-color magazine, will be published quarterly, beginning with the 2010 calendar year. Members can expect to receive the magazine in January, April, July and October of 2010. The publication change is necessitated by escalating print and mail costs.
VolunteerNow: Civil Air Patrol’s Public Affairs and Creative Services teams are wrapping up preparations for “
VolunteerNow,” a new online initiative that will replace CAP News Online.
VolunteerNow will be part of CAP’s dynamic new national Web site. It will be a daily version of the
Civil Air Patrol Volunteer, CAP’s printed magazine. One of the features of the online initiative will be the “Region News Journal,” which will be similar to the old “Coast to Coast” newspaper pages of the

CAPR 190-1 Amendment: The following amendment adding the universally accepted four-step public relations planning process to CAPR 190-1 has been published following a 30-day comment period.
7. Functions of Public Affairs Officers. a. Planning. PAOs shall develop an annual public relations plan to promote CAP, its goals and missions for internal and external audiences, and a crisis communications plan to deal rapidly and effectively with crisis situations.
The plan will follow the four-step planning process for public affairs: Step 1 - Determine PA needs and opportunities; Step 2 - Establish objectives designed to fulfill needs and opportunities identified in Step 1; Step 3 - Establish goals and action strategies for each objective; and Step 4 - State the desired impact envisioned for each goal provided in Step 3. Temporary Membership Cards: Temporary membership cards are now available in eServices for members who require proof of membership before their new permanent card arrives in the mail. To print yours, log-in to eServices and open the Review/Edit My Info link in the “My Info” box. This will open the View/Change My Information section where you will find the gray “Print Temporary Card” selector.
Aircraft Ground Handling Training: Aircraft Ground Handling training is now available in eServices for CAP members who regularly come in contact with aircraft or supervise air operations. The video may viewed through the CAP Multimedia link in the CAP Utilities section. Members who complete the training online will have it automatically recorded in Operations Qualifications. A downloadable version is also available on eServices so units can conduct the training during squadron meetings. Commanders, safety officers, operations officers and emergency services officers who hold these duty positions in eServices will automatically receive permissions so they are able to record group training in Operations Qualifications just like they can do for other required training. Unit reports for completion of this training are also available in Operations Qualifications. The aircraft ground handling training must be completed by Sept. 30.
Web Security Administration Application: Due to a recent upgrade,the Web Security Administration application has a new look and feel, but functionality of the application remains the same.
Cadet Uniform Application Changes: New capabilities have been added to the Cadet Uniform Application to help expedite the cadet uniform request process. The upgraded application also has a new look and feel but retains all its former functions. The application is located on the Utilities (left) side and Restricted (right) side of eServices, depending on the user's permissions.
New eServices Applications: Several new eServices applications have been created or modified to support the Aerospace Education program. AEMsare now able to enroll online through the Aerospace Education section of www.gocivilairpatrol.com. AEMs who are already enrolled can sign up for the Aerospace Education Excellenceprogram to receive training materials and lesson plans. The AEX awards program can be used to track AE participation to receive awards. Finally, by virtue of their duty position, Aerospace Officers can order additional support materials thru the CAP Materials Application under the CAP Utilities section of eServices. This new feature of the CAP Materials Application will help process your orders faster. eServices now contains new reportsfor all commanders and activity directors to view completion of ORM Basic and Intermediate and Ground Handling Training. The new NCSA Requirement per Event Report is located on the NCSA Main Menu as well as on the Event Administration applications. Reports showing those missing ORM Basic and Intermediate are found in the Member Reports section of the Operations Qualifications Application.
LOGISTICS AND FLEET MANAGEMENT DIRECTORATE
Consolidated Aircraft Maintenance: The transition to consolidated maintenance continues to go smoothly. Forty-five wings are now enrolled in the program with a total of 480 aircraft. That's 83 percent of our wings participating. Five regions are completely under consolidated maintenance. Requests for quotes are out to prospective vendors for three additional wings. Consolidated aircraft maintenance continues to provide safe and mission-ready aircraft while reducing aircraft downtime for repairs and inspections. We recently began and aircraft refurbishment program. Aircraft identified for this program have less than 4,500 hours and have no history of serious damage or corrosion. Each aircraft receives a new engine and prop. The fuselage and flight controls are inspected carefully and worn components are replaced. Once the airframe and engine have been upgraded, these aircraft receive a new avionics suite, new interior and CAP paint job. The focus of the program is to extend the useful life of our 172 fleet. Our goal this year is to complete six of these "refurbs." The LGM staff has placed our order for 19 new G1000 equipped Cessna 182Ts. We anticipate receiving the first nine in October and the remainder in December. (Contact: Gary Schneider –

Vehicle Maintenance: LGT has placed orders for 38 new CAP vehicles. This year’s buy has a variety of different types of vehicles and was intended to address our aging fleet of trucks, SUVs and sedans. We anticipate delivery around mid- summer, however there are some uncertainties in the automobile industry that may force us to adjust that estimate. Thirty-eight new vehicles were added to the CAP fleet during 2008. The ’08 buy, for a second year, was based on replacing units from a list of the top 100 oldest vehicles. These vehicles were primarily those used to transport cadets and senior members to CAP activities. LGT records show only a few of our wings are taking advantage of preventive or routine maintenance funding offered by NHQ. We pay $130 per tire for replacement tires and $80 for a battery. We also cover 100 percent of all glass replacement. This program has been effect for over a year, but has only limited activity. Some minor preventive maintenance or precautionary repairs may help prevent a costly major repair or catastrophic failure at some point down the line. CAP Pamphlet 215 Update: Update of CAPP 215 is in process with a target completion prior to the Summer National Board, along with the completion of the new CAPP 15.
RC Model Airplane Program: RC Model Airplane Program development group (Col. Larry Trick) and Robotics Program development group (Capt. Nick Ham) have been formed and anticipate a draft syllabus for the Summer Board.
Fly-a-Teacher Program: Work continuing with NHQ to enhance the Fly-A-Teacher Program. A draft of a new regulation/pamphlet governing the program is being developed.
AWARDS/PROMOTIONS TEAM
Awards Processed: Processed 10 national “best of year” awards, one Unit Citation, 16 sets of awards for the C4 members and one Meritorious Service Award.
CADET PROGRAMS
Skyventure/IFly Partnership: Possible partnering with Skyventure/IFly is progressing for potential location in California Wing. CAWG/CC and DCP are reviewing.
Air Force Academy Research Visit: Completed a visit to the AF Academy for research on the upcoming 52-10 Implementation Guide. Results were excellent and we are planning a draft for 45-60 days. Also met with USAFA Alumni Group and gathered information that will assist in possible business models for a future Cadet Alumni Association.
DRUG DEMAND REDUCTION TEAM
DDR Newsletter: DDR April-May newsletter has been posted to eServices and the Web site.
CAPR 51-1 Revisions: Revisions to CAPR 51-1 in final staff review and comment period.
DDR Presentations: Developed a new DDR Power Point presentation for distribution and supervised the DDR presentation at Andrews AFB during National CAP Week in Washington.
GOVERNMENT RELATIONS
CAP Legislative Agenda: Completed numerous follow-up actions to questions and requests from members of Congress and staff relative to CAP’s Legislative Agenda ($4.4 million restoration and CAP Homeland Security Bill, which has since passed the HR). Also presented CAP briefings to various governmental agencies including National Aeronautic Association, Helicopter Foundation International, Office of SECAF/MRR, AOPA and numerous others.
2009 Washington Focus Huge Success: The 2009 Washington Focus, in conjunction with the Joint Services Open House at Andrews AFB, Md., was a huge success. Thousands of visitors saw our display, which included seven aircraft. VIP briefings presented to Maj. Gen. Jodice (CC/AFMDW), staff from SAF/MRR and A3, Air Force Thunderbirds, 89th Wing CC and many others. Press coverage was excellent.
Washington Office Volunteer Staff: Further developing the volunteer staff for the Washington Office including advisors and local wing liaison officers.
LEGISLATIVE TEAM
Team Leader Recommendation & Training Programs: A recommendation for a new team leader will be sent to the CAP national commander for consideration in June. Also developing templates and training programs as templates for winglLegislative teams.
Legislative Officer Positions: Working to fill all region and wing legislative officer positions. First step is identifying existing personnel and providing a list to the CAP/CC. Letters are being drafted for CAP/CC review and approval.
INFORMATION TECHNOLOGY
Operations Resource Management System Update: ORMS replacing CATS/CEMS testing is
in progress (California, Wisconsin, Florida and Texas) — access permission by duty position only.
Aircraft Model Cleanup: The Aircraft Model cleanup will be completed soon — prior to Ops Quals Version 2, which has been pushed back due to higher-level priorities. Planning will begin in October.
ES Qualifications Accessibility: Accessibility of pilot and ES qualifications data for out-of-wing members will be implemented in accordance with the findings of the National Advisory Committee.
eServices Update: Plans for e-Services updates for NIMS compliance are being worked in preparation for release of revised CAPR 60-3. Difficulties with member qualifications being suspended due to lack of ICS courses continues to be monitored.
Aircraft Scheduling Add-on: Aircraft scheduling is planned by the end of FY09 as an add-on to WMIRS.

Marketing Advisor Search: Presently seeking a new Marketing Advisor. Selection scheduled for June.
New CAP Member Checklist: Continuing project to create a simple checklist for new CAP members to outline the steps to becoming a mission pilot, scanner or observer. Working with the staff in NHQ Operations and Col. Andy Skiba to zero in on the required content.
New Marketing Strategy: Developing a new marketing strategy for review by the CAP national commander.

FEMA Evacuation Planning: Col. Don Prouty recently traveled to the Louis Armstrong Airport to assist with the development of a mock evacuation plan of both Lakefront and Armstrong airports. They identified CAP’s communications capability as being an asset. A mock drill was conducted June 9- 11 and CAP had a primary role in the communications plan. Report to follow.

Regulation, Manual and Specialty Track Updates: Developing new course for AFIADL 13 (16 lesson plans submitted, five being rewritten). Revising CAP Manual 50-17 (in coordination with NHQ Staff). Updating numerous specialty tracks, including Safety, Professional Development and Chaplain).

New Online News Site: Planning new online news site to provide up-to-date news of region and wing activities. This site will bridge the gap between the old CAP newspaper format and the new “Volunteer” magazine.

Spaatz Patron Squadron: Continuing liaison with the Spaatz Association and work to establish the Spaatz Patron Squadron to expand the potential of this group of Spaatz Award recipients.
UNIFORM TEAM
Recommendations for Summer Board: Working with Uniform team members to present recommendations to the national commander for the Summer National Board.
CAPR 39-1 Revisions: Continuing work on major revision to CAP Regulation 39-1 and supporting pamphlets.
Online Uniform Column: Working with public affairs team to establish a possible continuing uniform column in online news to enhance member understanding of the CAP uniform, including its proper wear and proud history.
