Pamphlets are merely guidance to the affected organization and are not regulatory in nature. Thus, there is no requirement for an internal staff management document such as this one to be posted for review and comment prior to publication. This opportunity to comment is provided in the spirit of transparency. Comments received will be reviewed by the Commander and the Chief of Staff. Comments may or may not be incorporated in the final document and responses to those comments may or may not be published. The final document will be applicable only to the National Staff and those functional teams working with the National Staff. We look forward to your input.
