        
 Communities That Care SurveyDevelopment of the Communities That Care® Youth Survey (CTC) began in 1994. Prior to its development a survey instrument did not exist for adolescent populations that comprehensively measured substance use as well as risk and protective factors. Scientifically sound prevalence data on risk behaviors, as well as risk and protective factors, are required to support needs assessment, prevention planning, and intervention planning at the local level. The lack of a comprehensive, easily administered, data gathering instrument has been a significant obstacle to effective community mobilization. The development of the Communities That Care® Youth Survey was designed to overcome these difficulties.
