Hi and welcome. I am Bud Hemphill, Chief, Contracting Management for the Civil Air Patrol. We began work October 1, 2000 as the first contracting function in Civil Air Patrol. Cathy Pangallo and I have nearly 60 years of contracting experience from a diverse background including military, defense prime and subcontractor, and private sector. We blended these backgrounds to write CAPR 70-1 taking into account government mandates in the Cooperative Agreement, Statement of Work and DoDGAR. We are dedicated to providing outstanding, timely support for all your requirements.

 We produce two key monthly reports:

            Major Acquisition Status: Tracks all contracts and high interest items. Published on the first Friday of each month.

            Monthly Business Report:  Tracks dollar value of awards broken down by preferred vendor status.  Note:  For reporting purposes the month ends on the 25th or next scheduled workday except September is carried to the 30th.
