Civil Air Patrol encourages youth to live the timeless Core Values of Integrity, Volunteer Service, Excellence, and Respect. CAP develops character in its cadets through formal values education and informal mentoring as ethical dilemmas arise in cadets' lives.
During each Achievement, cadets participate in a character development forum using the materials found below, under the heading “Character Resources."
New for 2011 (Effective Feb. 1)
Achievement 1 Character Requirements
During Achievement 1, the character development requirement differs slightly from the other achievements. These new cadets must complete the following two tasks:
- Complete an Introduction to the Core Values (This is the same “foundations module” that has been in use since 2006.)
- Complete the Introduction to Safety course and pass a formal quiz with a grade of 80% or higher (The quiz can be taken online in e-Services from the Online Safety Education module; or senior members can print quizzes from e-Services and then have cadets take the quizzes using paper or pencil. The hard-copy quizzes and grading keys for cadets at all achievement levels can be accessed in the Cadet Online Testing Admin module.
The goal is for new cadets to understand and appreciate that the Core Values and a pro-safety attitude are essential aspects of cadet life.
Implementation Guidelines for Achievement 1
Cadets complete Achievement 1’s two character tasks with a group of other new cadets in a classroom setting, or with a mentor / tutor in a one-on-one setting. Both lessons are discussion-based and can be completed in about 40 minutes. After completing the Introduction to Safety lesson, cadets take a short quiz. Cadets need to score 80% or higher on the quiz; if their score is less than 80%, they can correct the quiz to 100% with a mentor’s help.
Recordkeeping for Achievement 1
When a cadet satisfies Achievement 1’s character requirements, a member of the senior staff updates the cadet’s record in eServices using the Cadet Promotions Application
under Data Entry or Multi-Entry screens.

Intro to CAP Safety - Seminar Course Documentation for Existing Cadets, Achievement II-IV
All cadets who have already completed Achievement 1 must complete and pass the Intro to CAP Safety course and quiz by March 31, 2011. When updating the cadets education records, the senior member staff, with the proper eServices accesses, would need to use the multi-entry screen in the Cadet Promotions Application to document successful completion of the course for Phase II-IV cadets.
